Abstract

MENA countries still suffer from dismal economic growth. Labor and capital are the main sources of this growth. Furthermore, the institutional environment and in particular business regulation can be its major determinant according to the literature.

The region's performance in the facilitation of doing business ranking suggests that it still has work to do to improve its business climate. The estimation of a random effects model on a balanced panel of 13 MENA countries suggests the positive effect that proper business regulation has MENA economic growth. This positive effect seems to be more significant when the general institutional environment is favorable.
