Governance Frameworks, Public Policy Dynamics, and Social Welfare

Abstract

This study provides a systematic bibliometric mapping and thematic synthesis of the scientific literature evaluating the intersections of governance frameworks, public policy design, and social well-being outcomes. While individual research streams on public governance or social welfare have expanded rapidly, a critical knowledge gap remains regarding how structural knowledge networks, thematic trajectories, and collaborative dynamics have co-evolved to connect multi-stakeholder governance with multi-dimensional well-being. To bridge this gap, this study addresses the core research question: How has the global scientific literature on governance, public policy, and social well-being evolved structurally and thematically over the past five decades, and what strategic trajectories define its future research agenda? Utilizing a comprehensive dataset of 1,455 peer-reviewed journal articles published between 1973 and 2026 across 856 scholarly sources, extracted from the Scopus database, we trace the evolutionary trajectories, structural networks, and geographic distributions that define this interdisciplinary domain. Quantitative findings reveal a sustained annual growth rate of 10.48% in scientific output, driven by 4,129 authors with an international co-authorship rate of 23.85%. The findings reveal a marked shift from historical, state-centric public administration models toward complex, multi-stakeholder governance paradigms focused on sustainability, social protection, and subjective well-being. Geographic analysis highlights a multipolar production network anchored by North American, European, and East Asian institutions, accompanied by significant variance in cross-border collaboration dynamics. By applying science mapping techniques—including three-field plots, keyword co-occurrence analysis, and strategic quadrant mapping—this study delineates core motor themes from specialized niche domains, establishing an integrated conceptual framework for future empirical research on public sector performance and societal welfare.
