Challenges and Prospects of Territorial Health Governance (THG) in Morocco: Towards Enhanced Performance

Morocco has embarked on a systemic overhaul of its healthcare system, institutionalized by Framework Law No. 06-22 n the national health system and Law No. 08-22, on the creation of regional health clusters, at optimizing equity and efficiency in healthcare through a renewed regional governance structure. At the heart of this initiative, the creation of Territorial Health Groups (GSTs) represents a major innovation designed to break with the system’s historical centralization. This article offers a theoretical reflection on the conditions for the success of this model by drawing on insights from public management and performance management. The methodology is based on a targeted literature review. The article advocates for agile and integrated management, based on multi-level coordination and stakeholder accountability, while emphasizing the importance of regional experimentation and future empirical research to validate the impact of this reform on service performance.
