Artificial Intelligence in the Service of Hospital Governance in Morocco: Toward a Strategic and Ethical Transformation Model

Abstract

In a context of accelerated digital transformation, artificial intelligence (AI) represents a strategic lever for modernizing hospital governance. However, existing literature largely focuses on health systems with advanced digital infrastructures, leaving the dynamics of AI implementation in intermediate digital maturity environments, such as Morocco, relatively underexplored.

Drawing on a targeted narrative review (2015–2025) and an analysis of the national framework, this study proposes a strategic model for the progressive and responsible adoption of AI. The main contribution lies in the development of an integrated framework that combines pilot experimentation, capacity building, and ethical governance tailored to Morocco’s institutional specificities.

The findings highlight AI’s potential to enhance hospital performance through measurable indicators, including the reduction of adverse events, optimization of care delivery times, improved resource utilization, and decreased care pathway costs. However, these effects remain contingent upon data quality, system interoperability, the preservation of human oversight, and the establishment of a robust algorithmic governance framework ensuring transparency and accountability.
