New management public and digitalization: A theoretical analysis in the era of public sector modernization in Morocco

Abstract

This article focuses on New Public Management (NPM), which originated in the UK in the 1980s and forms the basis of major reforms aimed at modernizing public management in many countries around the world. With the aim of replacing traditional public management with New Public Management, Morocco has embarked on this reform project. And the digitalization of the Moroccan public sector; digital is a multifaceted term, considered today as the fourth industrial revolution, generating considerable economic and social opportunities, but also entailing unprecedented transformations.

Morocco recognizes that digital is a crucial lever for meeting socio-economic challenges, notably improving the quality of interactions between citizens and the administration, enhancing the competitiveness of the national economy, and reducing social inequalities, as well as the strategic role of NPM associated with digitalization in the process of modernizing the Moroccan public sector.

The aim of this article is to shed light on the role of digital transformation on the efficiency, transparency, and responsiveness of administrations within the framework of NPM principles that respond to the dysfunctions of traditional administration and in a context marked by the modernization of the Moroccan public sector. This is why we have opted to build a theoretical conceptual model that highlights the interaction between NPM-inspired reforms and digital advances in the process of modernizing and transforming Morocco's public sector.
