PPP through a comprehensive review of the literature: historical, conceptual and theoretical approach

Abstract

Governments around the world are increasingly using private sector participation to develop, finance and provide infrastructure and public services via public-private partnerships (PPPs). There are multiple reasons for this adoption, ranging from the increase in public deficits, the needs and the increased aspirations of the populations, then they seek for innovation in the private sector. This article analyzes some publications from a wide range of disciplines on the basis of bibliographic research and content analysis. We find that despite the magnitude and importance of the phenomenon, there is no harmonious comprehension of approaches, concepts. Objectives. As well, disciplines and theories that vary considerably. We synthesize formerly dispersed research perspectives through a “multi-approach?? framework of public-private partnerships.
