Determinants of Human Resources Management: Case of the Regional Academy of Education and Training Guelmim-Oued Noun

Abstract

The human resource management process in the education and training sector in Morocco plays an undeniable role in achieving reform. For this, the Ministry of National Education has taken care of this aspect which is among the priorities in the framework law 51.17, in particular project 15, to a set of national programs.

Our research work aims to evaluate the practices of human resources management in the regional academy of education and training – Guelmim Oued Noun Region (AREF GON). We tried to analyze the results, to establish a diagnosis, through an interpretativist epistemological positioning and a logic of hypothetico-deductive reasoning by opting for a qualitative investigation of the exploratory type via semi-directive interviews with 10 managers of the said AREF.

The analysis of the results highlighted a shortcoming in the implementation of HRM practices within AREF GON which remains too limited due to the absence of HR managers and also by the absence of political will. clear and pragmatic. Also, we encountered some limitations due to the unavailability of respondents and sometimes we do not find ourselves in the same HRM register with the respondents.
