Evaluation of the Income Improvement and Economic Inclusion Program for Young People: Case of the province of Nouacer

Abstract

Two concepts that have aroused the appetite of several researchers, governance and performances have been the subject of several studies. Indeed, despite the abundance of literature on these themes, few researchers who have dealt with the question of evaluation. This limit may be related to the nature of these two concepts and to the polysemy that surrounds them.

The objective of this paper is to evaluate the new governance of the NHRI and the performance of the Income Improvement and Economic Inclusion of Young People (IEIY) program of the 3rd phase of the initiative. This program is based in part on the need to contribute to local economic development and to respond to the persistent problems of unemployment and youth inactivity, which remain a concern in Morocco. Indeed, the country has about 1.2 million unemployed, which represents 10.2% of its working-age population. More specifically, the youth unemployment rate is 26.5% among 15- to 24-year-olds, of which 29.3% are NEETs (young people who are neither in school, in training, nor employed), and 15.4% among 25- to 34-year-olds.

We had carried out a quantitative study based on a questionnaire distributed to 400 beneficiaries, including young people who have benefited from employability assistance and beneficiaries of entrepreneurship assistance. Our results have indicated, on the one hand, that the principles of governance have been well respected and, on the other hand, that the quality of governance impacts the performance of the program.
