The Role of the Municipal Council in Local Governance Strategies and Performance of the Municipality
Abstract
The issue of community development is nowadays the main axis of public policies in social matters, thus placing the issue of governance at the heart of the analyses. This work questions the role of municipal councilors in local governance strategies and their contributions to the performance of municipalities within their respective localities. The data collected by means of a survey by questionnaire carried out with one hundred and sixteen (116) officials of the municipalities, in particular the Secretaries General, the municipal revenue collectors, the municipal councilors were analyzed by tests of independence, correlation linear and regression. The analyzes carried out led to the results that 70% of the indicators are not only positively correlated with each other, but also have a strong dependence on the other indicators. Regarding the model used, it appears globally significant at the 1% level and its variables explain nearly 76.40% of the performance of the municipalities. Despite its added value, this work could have been much more significant if the skills of municipal magistrates had been solicited as control variables likely to influence the performance of municipalities. Hence the need for future work to analyze the effect of the leader on the performance of municipalities.
