The effects of decentralized management of resources allocated to schools through CGEs on teaching conditions: Case of the Sinthiane Bango elementary school in Saint Louis
Abstract
This article aims to study the effects of the policy of decentralization of school management in Senegal on the improvement of working conditions by taking the case of an elementary school of Sinthiane Bango in Saint-Louis/Commune. Our method of investigation is based on three types of survey targeting the indicators which make it possible to follow the evolution of the variables identified after the operationalization of the key concepts. Interviews allowed us to gather information from the school director, members of the CGE and teachers. Data processing was done by Excel. The same is true for the presentation of data and the production of curves. For the analysis, the evolution of the indicators made it possible to verify our research hypotheses. Adopting a qualitative approach of the inductive type, the results showed that decentralized management of the school by the CGE contributes to a better use of financial resources. The verification of the first hypothesis is made by monitoring the variables related to the functioning of the CGE. The committee would make it possible to better manage the school's resources through democratic, transparent and efficient management. This better management has contributed to improving working conditions at the school.
