The system of measurement and management of the global performance for the institutions of the public education sector in Morocco: Case of the CPGE

Abstract

The New Public Management is considered a keystone to remedy the shortcomings and challenges of the old way of managing public organizations. Indeed, in the context of NPM, the management of these organizations is based on several fundamental principles and practices generally borrowed from the private sector, and which are essentially aimed at measuring and managing the performance. This subjective, polysemous and ambivalent notion is at the crossroads of a wide range of domains and therefore has different dimensions. Moreover, as one of the most important state organizations in Morocco, the performance of the public education system is at the center of several actors' concerns, as it represents a development engine and a vector of value creation. This is why we have adopted one of the organizations in the public education sector, namely the CPGE, as our research field. In this article, through 65 semi-structured interviews, we conduct a qualitative study to decipher the determinants of global performance within CPGEs, according to the vision of the teaching and administrative staff of these institutions. Our study is based on a proximity approach to raise the perceptions and perspectives of this category of stakeholders, who represent the spinal cord of the CPGE ecosystem and the driving force behind its performance. The ultimate goal of this work is to expose the key elements of the performance measurement and management system in this type of public organization.  Without claiming to be exhaustive, it is necessary to admit that the results of our study are not a panacea. Indeed, in this work we only report the vision of one category of stakeholders and the results cannot be generalized to other Moroccan educational institutions, given the heterogeneity in this sector.
