Analysis of the impact of the performance-based financing approach in Cameroon
Abstract
This work analyzes the impact of the Performance-Based Financing (PBF) approach on the development of health facilities and the well-being of populations in Cameroon, particularly in the Extreme North region. Despite government efforts and reforms, the country continues to face serious socio-economic challenges, with a poverty rate of 38.6% and alarming maternal mortality rates. Since the introduction of PBF in 2012, progress has been observed, including an increase in the attendance at health facilities. However, issues persist regarding the quality of care, access to infrastructure, and the uneven distribution of medical personnel. This study aims to understand how the organizational context influences the effectiveness of PBF and the satisfaction of the fundamental needs of populations. Through a mixed methodology including case studies and qualitative interviews with managers from 14 health facilities, this action research has identified the challenges faced by PBF in order to formulate recommendations for sustainably improving health services in Cameroon.
