The Financing of Universal Social Protection in Morocco
Abstract
Since the early 2000s, several social protection programs have been launched in Morocco to fight poverty and vulnerability, as well as to improve the social coverage of workers. Despite these efforts, these devices are often considered fragmented, limited, unequal, and fragile according to the Economic, Social, and Environmental Council (CESE, 2015). In this context, Morocco has undertaken a reform of the health sector, including with the generalization of social protection that began in 2020. In this article, we focus on this reform to answer the following question: What are the financing characteristics of the social protection system in Morocco, its main challenges as well as the measures taken or envisaged financing this ambitious reform? To achieve this goal, this research relies on a comprehensive literature review approach, which has been allowed to collect and analyze data and existing work on the social protection system in Morocco. The descriptive analysis of the different sources highlights the key trends related to the financing of social protection in the country. Indeed, one of the major challenges highlighted by this study concerns the financing of the reform of the generalization of social protection in Morocco. Although this reform is crucial to improve the economic and social security of the population, its success will largely depend on the government's ability to mobilize the necessary financial resources in a sustainable and equitable way. The challenges related to ensuring an effective collection of funds, guaranteeing the viability and sustainability of the system, as well as improving the efficiency and equity of social benefits, require particular attention. However, the limited access to updated information has restricted the in-depth analysis of some financial characteristics and made it complex to assess the exhaustive challenges.
