Determinants of the adoption of digital public services by Moroccan citizens: Case of the « Tadamoncovid » application dedicated to Covid-19

Abstract

Recently, the Moroccan government was forced to accelerate the generalization of the digitalization of administrative services in order to limit the physical exchange of documents likely to have a real risk factor of Covid-19 transmission, without appreciating the degree of acceptance of this transition towards the citizens. This is the first study on citizens' attitudes towards the adoption of e-government in the Casablanca-Settat Region of Morocco and thus provides insight into the factors affecting the adoption of e-government within an emerging country. The data were collected through a survey administered to 457 citizens residing in Casablanca the economic capital of Morocco, after they have tested and experienced different e-government platforms, in this case “Tadamoncovid” application to access direct financial support services for households involved in the informal economy, and then analysed using structural equation modeling. The results showed that the facilitating conditions for the use of e-government services, trust in e-government, trust in the internet, expectations regarding social practices in terms of technology, and risk perception are the main determinants of the intention to adopt e-government and consequently led to significantly predict the behavioural intention to adopt e-government by Moroccan citizens. The pratical implications of these findings are discussed.
