Organizational change management in public administration : A literature review

Abstract

Change has become a very common word internationally. Everything around us is changing, politically, economically and socially. These changes are accelerating to adapt to the increasingly turbulent environment. In the business world, change is no longer a foreign word, it is the most natural element, because the company that does not change simply risks disappearing. In the same way, the public sector, given the extent of the transformations that affect its environment, has been obliged to undertake changes to meet the expectations of this environment and modernize its ways of doing things, because the demand has become more and more demanding. Indeed, for years, the awareness of modernizing and changing the administration has risen in view of the major dysfunctions observed; cumbersome procedures, very important bureaucracy, inefficiency and ineffectiveness ... These problems are known by all citizens and actors, hence the increasing efforts to change this situation and win in terms of performance and efficiency.

In this context, this article attempts to position the literature on change management in public administration by focusing on the specificities of the sector, which differs from the private sector. Consequently, the approach to be adopted must take into account the particularities of the management and functioning of the administration.

Indeed, the last decades have been marked by the implementation of several modernization projects within the Moroccan administration. However, not all of these projects have achieved the expected success. They face several difficulties, including those of a human nature. Therefore, thinking through the change in the administration by accompanying the projects with a change management approach can facilitate their success.

In this regard, the article presents the reference framework for change management in public administration.
