Conceptual model of the factors impacting the adoption of electronic Human Resources Management: the case of public administration in Morocco
Abstract
With the increasing use of new technologies in organisations, Human Resource Management has become a strategic and value-creating function. This transformation is largely due to the adoption of electronic Human Resource Management system, which allows the organisation to make operational, relational and strategic gains. The realization of these gains remains conditional on the successful adoption and implementation of this system. And despite the very significant development of research on e-HRM from different angles, the adoption of e-HRM in the public sector remains quite limited, especially in the context of developing countries (Rahman et al., 2018). Troshani et al., (2011) reveal that adoption in the public sector may face several barriers and has some certain specificities compared to its adoption in the private sector. Thus, the objective of this research is to explore the factors impacting the adoption and organizational success of e-HRM in the context of public administration in Morocco. The study synthesizes the literature review related to theoretical models and factors of adoption and organizational success of technological innovations, and proposes a new conceptual model of factors impacting the adoption of e-HRM in the public sector. The model is based on four types of factors: human factors, technological factors, organizational factors and environmental factors. This research contributes to the enrichment of the literature on the adoption of e-HRM and proposes a model that will be the subject of an empirical study in public administrations in Morocco.
