Territorial intelligence at the service of a resilient and innovative territory: Between post-crisis learning and prospects for renewal
Abstract
In response to the various issues identified in the territories, this article aims to explore and develop a conceptual model linking territorial intelligence to territorial resilience and innovation. Increasingly, several fields of research are interested in concepts related to territorial intelligence and resilience. Indeed, territories are complex systems where a multitude of actors and components interact continuously. Understanding the economic, environmental, and social challenges, as well as the nature of public policies, is crucial for implementing resilient and innovative territorial management strategies. Thus, territorial intelligence represents both an opportunity to seize and a necessity to ensure the prosperity, sustainability, inclusivity, and regeneration of territories, particularly in light of emerging new challenges and the current COVID-19 crisis, often described as the third largest economic, financial, and social shock of the 21st century.
This article is at the heart of this reflection, although studies on territorial resilience and territorial intelligence remain limited both theoretically and empirically. Therefore, our essay aims to bridge this gap by proposing a conceptual model that establishes, on one hand, the relationship between territorial intelligence and territorial resilience, and on the other hand, the relationship between innovation and territorial resilience.
